Maj. Gen. Howard:

Dear Sir,
I am requested by the members of Board for N.W. Union Comm. to communicate with you in reference to Refugees from the South who are desirous of returning to their old homes.  There are now in Alton in this state quite a large number, mostly widows with large families of children that have been fed by government during the winter, but are now left to depend entirely upon themselves. What these are now to do is a question of vital importance.
