in order that a better understanding may exist, and also to prevent any conflict between the civil and Military authorities, to obtain your opinion in reference to the matter in question.

I have a police force sufficient to preserve the peace and enforce the law.- and shall be happy to cooperate with the Military authorities in all things calculated to advance the interests of this community
