Boxes of Clothing should be marked "Northwestern Freedmen's Aid Commission, 109 Monroe St., Chicago, Ills." The name of the place from which each box comes, should be plainly marked upon it. Duplicate invoices of contents should be made - one copy to be placed in the box, and the other to be sent by mail to "Rev. J.R. Shipherd, Cor. Sec., P.O. Box, 2747, Chicago, Ill." All Moneys and All Correspondence should be addressed to the Corresponding Secretary as above.

General:
The legislation which created the Bureau did not seem to contemplate the supervision of Freed people beyond the boundaries of recently Slave States; & yet, such general authority is vested in the chief of the Bureau that he may (as I suppose) assume supervision wherever it is necessary. 
Large numbers of refugees, white & black have sought homes in Kansas. Of these, the major portion of the blacks are already well settled & prosperous. Others are less fortunate:
