widows & orphans, the infirm & the aged. Of the white refugees considerable numbers likewise are as yet unsettled. During the coming winter more or less government aid must, unquestionably, be supplied to these, & in some localities very valuable supervisory assistance can be rendered to benevolent undertakings by officers of the Bureau, without direct expense to the Government. 

I am aware that the number of Asst Comss allowed by law is limited, & I understand that the entire number allowed have received appointment & assignment. I write however to enquire whether a Special agent may not be appointed for the State of Kansas, who shall be empowered to represent the Bureau & to exercise such authority as the interests of the people may from time to time require. 
For at least two years past the immigration
