other hand may be clothed with an authority to enforce his judgments, without which - as there is no Commissioner in the State - his labor would lose fully one half their practical value.

We will, if the desired recognition be granted, guarantee this gentleman's Salary, & require of him no services of whatever sort inconsistent with his paramount responsibility to the Government & the impartial discharge of the duties attaching to such responsibility.

As to the gentleman's fitness for the position the most decisive judgement we can pronounce
is pronounced in our proposal to entrust our interest to his case, & to assure his entire salary & expenses. I may add, however, to very strong commendation to the authority under which he has for some time acted my personal knowledge of his integrity & ability displayed in
different positions for a number of years.
