Philadelphia Pa August 9th 1865 Major General O.O. Howard Chief Freedmens Bureau Washington DC Sir. I most respectfully apply for the Position of Commissioner Assist. Commissioner or agent of the Freedmens Bureau. in the state of North Carolina. I have recently been mustered out of the service of the U.S. as a Medical officer of the 68th Regt. P.V. Army Potomac - where I have served near Two years. I have resided in North Carolina Several years anterior to the war. I think I can obtain the assistance of the Penna Co Society in my appointment as I could be of benefit to the Freedmens. Professionally besides advancening the cause of the Society in every other way, I can have the entire approval of the Church in which I belong - The Broad Street M.E. Church of this city.
