Now, my dear General, I frankly beg your pardon for boring you afresh about this fund; but, as you see, I greatly dislike to give it up. Mr Millen, I think, corroborated Mr Risley's figures, he may or may not have mentioned figures, but he was a party to the quadrangular conference, between the Secretary, Mr Risley, himself & myself, & most zealously seconded my endeavor to persuade the Secretary to administer the fund. "So where has the money gone to?" is the mosquito-like question that still buzzes in my ears.
