Washington D.C. May 15 1865 Maj Genl. O.O. Howard Dear Sir, Permit me to say to you, that President Lincoln, one week before his assassination, gave Gov. O.P. Morton of Indiana and others that called upon him, the assurances that J.W. Ricks of Perry County Ind. would be appointed Assistant Commissioner in the Bureau of Freedmen affairs, when organized. he comes highly recommended, as you have already knowledge, and I trust you will assign him a good place in your Bureau.
