Circular No. 2

All persons who have able bodied freedmen in their employ, must immediately make contracts, and file them in this office, or send the said freedmen to report in person. Hundreds of these people can be employed now, at good wages; and it is unjust to keep them working for little or no pay. It is known at this office, that many citizens are neglecting, and many others are openly refusing to obey orders in relation to the freedmen. It is necessary that this be remedied. All will find it, in the end, greatly to their advantage to meet cheerfully & promptly the requirement of the Government.

Nothing in this Circular shall be so construed, as to change any previous instructions issued from this office.
