If I had funds for paying civil agents I could get along and make the freedmen's bureau efficient; but the present appearances are that my sources of revenue are very uncertain. I dislike to seem complaining, but I feel the importance of the work committed to my charge, and while I am laboring earnestly to do the very best I can with the means I have, at hand I feel anxious to have my situation exactly understood that I may not be held responsible unjustly for any seeming failures.
