I have addressed to Genl Steedman to show you the spirit in which I wish to conduct the affairs of the bureau. It shall not be my fault if there is any hostility from the military - In consideration of the limited means at my control for the work in Ga, it seems hardly fair to send an inspector there so early. It is a work which can not be fully inaugurated in a day. I should at least like to explain matters to Genl Comstock before he makes his inspection. I greatly need the services of two inspectors to be constantly employed. I have asked for your brother for this duty, and hope I shall not be refused. It is necessary that the detail should be made at the War Department to enable me to send him into the
