I have received orders from the War Department to relieve Brig General Wild from duty in connection with this Bureau in your Department.

As I have no officer at present whom I can put in his place, I respectfully request that you will designate an officer to temporarily take charge of the affairs pertaining to the Bureau within your Department (with the exception of the District of Savannah and the sea islands) until one is detailed from the War Department. I presume you are aware General, that no appropriations were made by Congress of funds for conducting the operations of this Bureau and we have to rely entirely upon the good will and aid of the military authorities. If I had the means to employ civil agents, I should not be compelled to call so largely upon you; as it is, I can do little in Georgia without your cooperation. It is owing to my
