General,

I have the honor to report that I shall forward as soon as possible, complete information upon all the points mentioned in Circular No 10 July 11th 1865 from your headquarters.  The interrupted communications between different parts of these two states and the necessary delays which occur in finding and placing suitable agents in the field, causes unavoidable delay in perfecting the required reports.  I hope soon to send them complete and after the first ones, regular reports to your headquarters.

I experience great difficulty in procuring agents—Gen'l Steedman has notified me that it will not be possible for him to make all the details of officers I ask for.  He says that he has not officers enough for the military duty he has to perform, and at furthest in all the state he cannot detail more than eight.  This
