General,

I regard the assignment of Col Beecher, 35' U.S.C.I. to the charge of the interests of the freedmen in his sub District, in addition to his other duties as a decided step in the right direction.

It will be impossible to detach commissioned officers from the regiments, for duty in your Bureau except in rare cases.  With the troops scattered as they now are throughout the state, it is absolutely essential to the maintenance of discipline, that the officers remain with their commands.  I desire to aid you in every possible proper way when I can do so without great and manifest injury to the service.

If it meets your views I will publish a general order directing every Sub Dist and post commander to act as Agent for the Freedmens Bureau in localities
