Gates swing open to admit a crowd of workers. Everywhere we see construction in its different phases. Surveyors signal from hill to hill. Trees begin to fall. Stumps are uprooted by grunting caterpillers. The land is cleared. We see landscape architects and engineers with plans. Men are everywhere with tools and buckets, their boots heavy with mud. We see wet mud pour from the mouths of steam shovels, Wet concrete rolls out over a foundation floor. Lines of pipe are laid. The white wood scaffolding of buildings rises against the sky.

Against this background of construction the narrator describes the many factors which were taken into consideration in the planning of the greenbelt project. A careful survey was made of cities near which to locate the new town. The city must be a growing one where there is an acute need of housing.
