The narrator says: "Ten thousand homes for ten thousand fortunate families - - -." 

In this way the housing projects of all Government agencies are indicated. 

The narrator: "Fifty thousand homes for fifty thousand families - In Texas, in Arizona, Maryland, Ohio, Minnesota - In cities, in towns, in the plains country, in the Shenandoah Valley - for the migratory workers of California, for the small-salaried man behind desks and counters - - Fifty thousand fortunate families - - -." "But the builders, what of them? And what of the other hundreds of thousands of families still living in the shadows of the factories, still crowded in the cold flats of the cities - Where shall they turn?" 

A rapid sequence of former scenes is shown, people in the run-down sections of cities, people on isolated farms and in rural slums,
