As he says this, a steam factory whistle blows, then men and women are shown going back to work. Many flashes of people at work. Several industries; cement block, pipe, etc, etc. Signs:
"Men wanted;" "Moulders wanted;" "Machinists wanted"; Girls wanted";, etc.

The construction work goes on, the project is completed, the people occupy the homes. Children are seen in playgrounds, young people playing tennis, etc. The narrator says: 
 
"Now the work is completed - a thousand homes for a thousand fortunate families. Their children will have safe places for play, their wives will have modern kitchens, airy bedrooms. They have a theatre, a library, etc. etc." (This is followed by shots.') Now the narrator says: "A thousand fortunate families -- but what of the hundreds of thousands of other families still living in the shadow of factories etc., etc.? What of the men who worked here? Where shall thy turn? (or words to that effect) Now a repeat of some of the earlier flash-backs. Followed by
