Herewith I have the honor to Enclose to you a copy of the proposed new System of Laws relative mainly to the freed people of this State.
Judge Stearns the Chairman of the Committee to draft this code, who is an accomplished Christian gentleman [[strikethrough]] has [[/strikethrough]] very kindly invited any suggestions I might wish to make and at my instance has removed many of the objectional features of the Code passed by the Legislature of South Carolina for the government of the freedpeople of that state. There are still some changes which aught to be made in this proposed Code, but in the whole it is much better than those, so far, Enacted by other States. It very objectional in one respect that it only requires Masters to teach their
