Remarks upon the proposed substitution of resident civilians, for the Gov't officers now in charge of Freedmen's affairs in Ark. Says the Southern mind has as yet undergone no change as regards the relations between the negroes and their former masters. Things the civil agents will affiliate with the wishes of the powerful around them, and instead of being the protectors of the negroes, will become their instruments of torture, concealing the true facts from the head of the Bureau. Things that those who stand between the Freedmen and their former masters should be backed by power of the bayonet.
