To close out Hospitals, pays cash for care of the few sick left, in private families, to close every door through which Cities & Counties were thrusting their sick to be cared for by the Gov't. 

Reported Sept 2d. 979 persons subsisted by Gov't. in Tenn. Now not one ration issued by Freedmens Bureau in Tenn. At Close of Colored Refugee Home, Camp Nelson Ky. 1st Oct. 1045 women 1132 children, dependents, were in it. Will not be possible to render Monthly Refugee Report, as called for by Cirs 10. in every particular. When he assumed control, there was no system. Gave his first attention to breaking up camps and staffing traveling at expense of Gov't. That Govt farms did not pay expenses, but were a burden to tax-payers. Has compelled following statistics from best data at hand. They cover four months, June, July, Aug. and Sept. Entered on duty as Asst Comr July 1st. Preceding his entry, Gov't. had subsisted
