Respectfully forwarded to Maj Genl Howard Comr and attention invited to affidavits therein. I am of the opinion that Griffin was most cruelly and barbarously treated. It could not have been necessary to amputate his feet. I am of the opinion that the fiendish outrage was perpetrated in order to terrify and intimidate the colored people, thereby preventing them from making attempts to escape to the train lines  The villains who committed the great wrong should be arrested and punished for their crimes.
