States the importance of settling the question of jurisdiction over "Abandoned Lands" at once, that Treasy.
Agts. are assuming authority to collect rents on leases given by the Bureau under Executive Order of Sept. 7., states that Mr. E. P. Hotchkiss, Treasy. Agt. at Murfreesboro had a large sum of money prior to June 7, but has never turned over a dollar, but is creating ill feeling by his interference with buildings, &c. 
Recommends a thorough investigation of the affairs of the Treasy. Dept. under the management of J.R. Dillon & subordinates & states he has good reason to fear that the interests of Genrl. are subordinated to private enterprises.
