Regulations of  labor for Freedmen, who are possessed of no visible means of support for themselves and families

1. No rations to be furnished by the Bureau, excepting to such cases as, are incapable of self support and who have no members of their family able to support them.

2. The able members of families, shall be required to provide for the members of their immediate families who are incapable of self-support.

3. All Freedmen who have not permanent supporting employment, in cities, towns, and villages, to be required to remove to the country, and make engagements for their labor.

4. All capable of labor, shall at once make make engagements to labor in the country as agriculturists, or otherwise, for a term not less than 12 months from the date of contract, at such wages, as both parties may agree upon.

5. Should any Freedman not find permanent employment for a year, before the 1st of January of each year, then the local Superintendent, hereinafter named (No. shall bind such person out to labor until the first of January thereafter to such party as he may think proper. and at such wages as he may determine on, but for the interest and profit of the Freedmen, so bound out.

6. The immediate families of the Freedmen, who may be, from youth, old age, or other infirmities, incapable of self-support, shall always, (unless otherwise provided for) accompany the able bodied members of their families, and to be supported by them.

7. In all such engagements made for labor on Plantations and Farms, the laborer shall be required to perform properly and faithfully, any and all such labor as has been known as farm and plantation work, but not to exceed in labor over
