materially aid in promoting productive industry. I would not be understood as recommending the entire withdrawal of troops from any portion of the territory late in armed rebellion, but would think it wise to muster out of service every colored soldier who has a family to provide for.

It is my purpose to spend much of my time in the densely populated Freedmen sections of West Tenn until after the holidays, and may deem it best to cross into Arkansas opposite Memphis and visit some important localities in Nor'n. Mississippi  The demand for laborers is large and increasing. Planters generally are not offering wages accordant to values of productions and supplies. The plan of cultivation of lands for share of crop is specially encouraged.
