General Fisk of date Oct 9th 1865 states that he has just returned from a tour of inspection through Western Tennessee and reports his actions and observations at Memphis and elsewhere.

After careful investigation, thought it best to releive from duty (as Supt) Col. Dudley. Maj Reeves was detailed by my request to Genl Smith, and assigned to the supervision of the Bureau of Memphis.

Col. Dudley has been an instrument of oppression instead of relief. his course being disapproved by both white and black though supported by some excellent gentlemen but that class commanding no confidence by the freedmen, &c &c. The press using every means for his (Fisk) abuse, by inserting language never uttered in life &c &c, thinks Col Dudley the instigator. The freedman in North Tenn are not doing so well as in other portions. The freedmen at Lagrange Tenn, thought my visit here was for the purpose of dividing among them the Estates of their former owners. Has no fear of an insurrection among the Freedmen in this District, this terrible stories circulated by the press are fictitious- a colored man hunting squirrels in Miss was magnified to a thousand vicious negroes marching after their old masters with bloody intent
