When a plantation or tract of land on Edisto or the inland, although set apart by Gen. Sherman's order, is not actually occupied by Freedmen. Am I to restore it to the former owner? I have refrained from doing so heretofore, as no arrangements are yet made with the freedmen on the inland plantations which are occupied, and as is may become necessary to transfer to the former the surplus of labourers from other plantations. Also, where an entire island is unoccupied shall it be restored? It will prove a benefit to the freedmen and the country, I think if your recommendation relation to the purchase of the islands is accepted. I believe the freedmen will relieve the U.S. of all expense by purchasing its land from Government at the prices it may agree to pay the owner.
