K 52 68 Broad Street Charleston S.C. Nov 30th 1865 To Captain A.P. Ketchum A.A.A. Gen. Sir, I have the honor to acknowledge yours of the 29th inst in which you say as follows, "I have the honor to inform you that if you will today or at any time, state to me in writing any objections that may be entertained to said appointment, I will take pleasure in acting upon them according to the orders I have received". My objection is that the appointment of a colored representative, is in opposition to the understanding originally had with Gen Howard, and in which I am fully sustained by his telegram to Mr. Wm Whaley of the 23rd instant. Very respectfully Edw. C. Whaley
