Genl:
I have to call your attention to the following state of facts:

In Miss it seems to be the fixed determination of the citizens to reduce the Freedmen to their former condition.

There are now four (4) companies organized in Marshall Co. who have instructions as follows: -

"The Governor directs that  you disarm the negroes within the limits of  your company beat.  In executing this order you will abstain from all violence, but should resistance be offered  you will employ force sufficient (over)
