The pretense of an insurrection is simply used as a cover to return Freedmen to slavery, and I hope you will make such arrangements as will settle the thing for these Mississippians forever. 
     
Gov. Brownlow's letter of Nov. 13th tells the whole story. "The rebels have been whipped but not whipped enough" and I hope with all loyal men here that Congress will make them take the back seats till they are prepared to come forward in a proper spirit.
