General
In obedience to orders from the Secy of War as communicated in your telegram of the 16th inst. I shall retain control of John Overton's estate until otherwise ordered.

Mr Overton will I think appeal to you directly at an early date for the restoration of his property and the monies collected for rents on same subsequent to the date of his pardon to wit - Augt. 14th 1865. I trust you will think it wise not to restore the funds. We shall need every dollar we have and our revenue is now almost entirely suspended by the operations of pardons. The Civil Authorities at Memphis have utterly refused to do anything for their own sick or poor, and I am compelled
