I have the honor to enclose herewith copy of the "Colored Testimony Bill" now pending in the Tennessee Legislature. This Bill has already passed the Senate and is now made the Special Order in the lower branch of the Legislature Jany 16th 1866.

The most serious opposition to this just measure is from East Tenn. and from men whose loyalty and love of the Union has never been questioned. Many of them have served gallantly in our Army. They do not like the colored man. They hate him and would much prefer that no black man should reside in Tenn. These are lamentable facts. Gov Brownlow is earnestly endeavoring to create a healthy
