I have the honor to state that I shall leave here for Kentucky this day to extend the supervision of the Bureau over persons recently held as Slaves in that State.

The ratification of the Constitutional Amendment forever abolishing & prohibiting Slavery in this Country having been announced by the Secy of State by public proclamation I feel my way clear to make a thorough reorganization of our affairs in Kentucky. I shall spend some days at Louisville Frankfort & Lexington. I hope to secure the co-operation of Gov Bramlette, and shall labor earnestly to make my aggressive movements promotive of tranquility.
