I have the honor to acknowledge receipt of your Circular No 22: and to state that in this District there has never been the least conflict between the "Military Establishment" and the officials of this Bureau. On the contrary there has existed the utmost harmony and cordial cooperation. Department Commanders and their Sub-ordinates have rendered me all the service in their power to afford, and I have been careful to communicate with them freely  My Sub-Ordinates have been duly instructed not to proceed in the discharge of their duties independently of the Military stationed near them, but always to freely consult with officers, and in case of differences to communicate directly with myself before action if possible.
