honor to request that action thereon be suspended, until I can lay before you the report of a special inspection of Freedmen's affairs in Ky. now being made by my order, by Mr Bonesteel of New-York, the Gentleman who was so highly commended to you by Hon Mr Ketchum. Mr Bonesteel is in Kentucky travelling in cog. and thoroughly inspecting the condition of the freedmen. I will place his report before you at an early day. In the mean time my subordinates in Kentucky are directed to secure as far as possible the cooperation of civil authorities and to labor for harmony justice and peace.
