HEAD QUARTERS, Bureau of Refugees, freedmen and Abandoned Lands, STATE OF LOUISIANA. New Orleans, September 26th 1865. Major General O.O. Howard Commissioner &c War Dept. Washington D.C. General: I beg leave to enclose herewith copies of my circular in regard to the State authorities and the Freedmen. I issued the circular in accordance with your request in the letter enclosing General Swaine's action on the same subject in Alabama. The action was necessary, and I think, will be productive of good. I enclose also the comments of one of the A.O. papers in regard to it. I have the honor to be General Very Respectfully Your Obdt.
