General:-
I have the honor to enclose for your information an extract from the "Picayune" of this morning, giving a decision of Chaplain Callahan Asst. Supt. at Shreveport La. who, it appears, arrested the Judge & Jury of the Parish of Bossier for trying a negro, and claiming exclusive jurisdiction for the Bureau in such cases.

Such action was entirely unauthorized and will occasion his recall. I beg leave to enclose a copy of a circular issued this day, wherein the co-operation of civil authorities is invited to secure justice and good order. I have notified His Ex. Governor Wells that the action of Chaplain Callahan is disapproved and that application will be made for his recall.
