Dear Sir
Feeling with you an interest that your efforts may result in a success, and having had the pleasure of an interview with you at Washington, I am pleased to inform you, that every thing here is working well. Gen. Dudley who has recently come to supply Gen. Tillson's place in the Freedmens Bureau, is exceedingly acceptable to the people here, and I have no doubt will be quite as much so, as Gen T- who left here with the regret of all connected with the inauguration of this new question in the country. I have had the opportunity of seeing since my return home many planters from below this, Eastern Arkansas, West Tennessee & North Mississippi. The commercial & other interests of all these sections of the country point directly to Memphis. This being so, I desire to suggest to you & submit for your consideration the following.
