Gen Dudley's jurisdiction, if you please, be extended to Vicksburg including Eastern Arkansas, West Tennessee & North Mississippi, with power to appoint a Superintendent upon each plantation, whose services are to be agreed upon, and paid by the planter and the Commanding officers of the general Departments. This would soon make it a self-sustaining institution. By this system the rash number of old & young would be fed & provided for. This is a mere suggestion in connection with my views upon this great question presenting so much interest to the country. Similar appointments for St. Mary's Parish, Louisiana, one of the most fertile cotton regions of all the South, & equally adopted to the growth of sugar. If the positions in that region are not already filled I would most respectfully recommend Brend Brig. Gen. Geo. B. Hage of Illinois, former Provast Marshall of this city. It would give me great pleasure to be of service to you in this region.
