HEAD QUARTERS,
Bureau of Refugees, Freedmen and Abandoned Lands,
STATE OF LOUISIANA.
New Orleans, October 26th, 1865.

Major General O.O. Howard
Commissioner &c. &c.
War Dept. Washington D.C.

General,
Brevet. Major General McK. Lawler purchased - some time in August of this year, the Fashion Plantation in the Parish of East Baton Rouge, at a Sherriff's sale made in violation of Military Orders. Knowing that the Plantation was held by this Bureau as abandoned and used as a Home Colony for Freedmen.
Upon his application for possession of the property, Major General Canby decided that the sale conveyed no title, the Court having no jurisdiction, the title being in the United States as abandoned property, as shown by the enclosed official copies of endorsements.
The place is now under cultivation by Freedmen, the Government has expended a large amount of money upon it, and it is now in fine condition
