General:
  Your telegram of the 3r October in regard to my report of rations issued to freedmen for the month of August is received. I am of the opinion that there has been some telegraphic error in its transmission; but I forward herewith corrected copies of the August report as I understand it.
  It is absolutely impossible to forward these reports promptly and at the same time correctly. The inadequate mail facilities, and the great length of time required to communicate by Gov't transports causes the delay in hearing from my assistants located in the interior, or in the Red River section.
  The almost unanimous report from them is, that the freedmen are supporting themselves and no rations are being issued to them by the Government.
