General,
Your letter of 11 inst and copy of petition of Daniel Looman and other freedmen have been received by me.

I have made inquiry in relation to this petition, as you request, and find as follows William Fisher is at this place, Grundy Thompson lives with his old master, - Thompson three miles from here; has I learn gone with Mr T to Texas on a business errand. Ben Colbert is at Saml Colbert's (his old master) on Boggy River. Henry & Jerry Kemp never have left their former master Jackson Kemp in Chicksaw nation said to be still with him and were at the time of writing of this petition. William Fisher who gives me these statements says the names of Henry & Jerry were furnished by Isaac Kemp their brother, who "knew they would sign if present."

The whereabouts of other parties not known. Fisher says some are at Forts Smith & Gibson others back
