The following Telegram received at Washington, 10.50 AM. Nov 5 1865.
From New Orleans La Nov 2nd 1865.

Maj Gen O. O. Howard
Ask the Secy of War to direct Gen Canby to collect the School Tax instead of this Bureau as the tax is not to be used for united [[strikethrough]] but [[/strikethrough]] States but repay advances made by the Q.M. Dept. We have not the force to collect it. Please have it done soon.
