The rules of plantations made by Treasury Agts disliked by Planters, who held meetings & made propositions, as to how they should be governed. At suggestion of Genl Herbert submitted plan in writing to replace Treasury Regulations.

Poll tax paid by planters amounted to $20,000, being $2. for each hand employed. Opposed by disloyal planters.  The destruction of the crop by the worm, was really a public benefit, as it drove away the speculators who [[strike-through]] were [[/strike-through]] care not for the rights of the Freedmen, but "anything to help in making money."

Three Orphan Asylums maintained with little expense to Govt.

Lands have been leased to Freedmen with good results and expects them to cultivate during the coming year sixty thousand acres. Will lease in lots of 40 acres or less. Associations aid Frdmen in this.

State authorities & Court judges opposed to Negro testimony & orders ignored as much as possible.
