Telegram.
States in behalf of the colored people & friends of Education, that strong efforts are being made by certain parties to prevent the levying of a Capitulation tax, that they seek to embarrass the school system, to accomplish which they seek the removal of Capt. Pease Genl. Supt. of Education, the principal in the government being R. B. R. Plumly late Chairman of Board of Education.
