In behalf of the people of color and friends of education, in this city and State, I have the honor to inform you that strong efforts are being made by certain parties to prevent the levying of a capitulation tax, referred to and sanctioned by your own wisdom. They seek to embarrass the present excellent system of schools which are undoubtedly the best in the Southern States. To accomplish their ends they seek the removal of Capt H. R. Pease, the General Superintendent of Education.
