Maj Gen O O Howard

Cannot the collecting the school tax [[strikethrough]] imposed in accordance with article one hundred & forty one (141) Constitution of eighteen hundred & sixty four (1864) be [[/strikethrough]] be completed otherwise the schools must at once stop and teachers be discharged with [[strikethrough]] out [[/strikethrough]] forty thousand dollars due them, which will occasion much distress & those who have paid complain or demand restitution.
Gen Canby does not impose the full tax for want of unanimity among the freedmen
