I have the honor to inclose a Letter of Maj Genl E. O. C Ord recommending me for a position as Inspector in your Bureau. At the time it was written I was Inspector General of this Department, and as my duties were then drawing to a close I desired more active Employment.

Since that time I have been ordered to this Department of the last" (where my Regt. the 17th Infty is stationed) and I am now Judge Advocate of a Genl Court Martial in session in New York City.

I was a resident of the south several years before the war and have a tolerable knowledge of its people and institutions. At this time I was of the opinion that the colored people were susceptible of being greatly improved by Education (they certainly could fully Equal the Irish.)  I was also at
