Martial at Albany N.Y. and will perhaps be retained here for two or three weeks, and fearing that in the meantime all necessary selections might be made by you, I have taken this Step.
I have been on duty at Harrisburg Penna., as Adjutant to the Superintendent Volunteer Recruiting Service and Chief Mustering and Disbursing Officer for about two years and six months, during which time I have become pretty well acquainted with the duties connected with a military Office.
In regard to my conduct, capability etc., I respectfully refer to the following Officers of the Army, under whom I have served in the above cited Capacity, viz:

Bvt. Col. R. J. Dodge, Major 12th U.S. Infty.
