Sir;
I am instructed by Brvt Major Genl. Baird Assistant Commissioner Refugees, Freedmen, and Abandoned Lands to acknowledge the receipt of your communication of the 4th inst. in reference to the arrest of Burrell and Cephas. 
This is the first official Communication received on this subject at this office, although the General was not ignorant of the circumstances, having seen the comments of the Press upon the subject. 
It appears from information in this office, these men were arrested by the City Police and handed over to this Bureau, accompanied by certain charges, the nature of which, it is presumed were not known to Brig. General Fullerton, the then Assistant Commissioner, administering the affairs of this Bureau, and they were ordered to be
