General, you will easily perceive from this that the acceptance in Louisiana of the proclamation of emancipation, results in a nominal freedom for those people, but not a freedom in fact. 
It is not in the mind of the Committee to suggest to you, what action should be taken in this matter, but we trust that you will find it proper, to adopt such measures, as will prevent, in the future, such an interference with common right and liberty; as is displayed in the case of Burrell & Cephes.
